Meet the Staff
Holly Smith, LPC
State Director
I am a Licensed Professional Counselor with a diverse background treating mental health and substance abuse disorders in multiple settings. I received my Master's degree in Counselor Education with an emphasis in community and addiction from The College of William & Mary in 2007. I have worked in emergency services and crisis intervention for three different Virginia community services boards before coming to NCG. Since 2010, I have been supervising and managing community-based programs in Southwest Virginia and beyond. During my time with NCG, I have served as a Clinical Supervisor, Site Director, Area Clinical Director, and now State Director. My interests include clinical supervision, program management, and leadership, as well as recruiting and training future human services professionals. My true passion is training and guiding the next generation of counselors to help the growing mental health needs in the communities we serve.
Theresa Trent, MSW, Supervisee in Social Work
Site Manager
I joined the NCG community in March 2020. I earned my Bachelor of Science degree in Human Services Counseling with a Minor in Sociology from Old Dominion University and Master of Social Work degree from Norfolk State University. I am passionate about working with children, adults, and families to reach desired levels of success and self-actualization using counseling as a vehicle of change. I have extensive experience working within the school, home, and community settings. My career has included: program planning and management, outpatient counseling, therapeutic day treatment (K-12 grade levels), substance use, mental health, and 7 years of teaching in social work higher education. I love to spend time with my family, party planning/decorating and crafting!
Alicia Baxter, MS, Supervisee in Social Work
MST Supervisor
I joined NCG in May 2025 and hold a Bachelor of Science in Social Work from Mary Baldwin University and a Master of Social Work from Aurora University in Illinois. I am a U.S. Navy veteran with experience serving active-duty military members, adults with substance use concerns, adolescents in residential treatment, and children ages 5–18 in individual and family therapy settings. My commitment to trauma-informed care is deeply personal and was shaped by adopting two sons with significant trauma histories. I believe that behavior is one of the primary ways children communicate distress, and I focus my work on helping them feel safe, understood, and supported.
Deborah Cobourn, LCSW
Clinical Supervisor
I am a Licensed Clinical Social Worker and have been with National Counseling Group since 2021. I started out as a school- and community-based counselor and continued with outpatient services to complete my residency. I earned a bachelor’s from Hollins University, where I majored in Philosophy, concentrating on social contract theory. I also have a master's from Hollins University, in addition to my MSW from Radford University.
I currently work intensive cases with children that are at imminent risk of out-of-home placement. I find this work incredibly fulfilling and am thrilled I finally found my niche. It is my greatest hope that, collectively, we can reduce the impact of trauma on children so they may stay safe in their own homes and have a brighter future ahead of them.
Rebecca Garst, LCSW
Clinical Supervisor
I am a Licensed Clinical Social Worker with nearly 20 years of experience working with children, adults and families in multiple settings to provide mental health services. I received my MSW from Radford University in 2010, and obtained my clinical license in 2017. I have experience working in the school, home and community settings, as well as experience supervising clinicians working in the field. I have been with NCG since 2023 as a clinical supervisor, and I oversee staff who provide TDT, IIH, MHSS and outpatient counseling services. I also provide clinical supervision for licensed-eligible staff who are working towards obtaining their LCSW and staff who are working towards their Master’s degrees. I enjoy supporting and working with skilled clinicians as they grow and pursue their professional goals.
