Holly Smith, LPC

State Director

I am a Licensed Professional Counselor with a diverse background treating mental health and substance abuse disorders in multiple settings. I received my Master's degree in Counselor Education with an emphasis in community and addiction from The College of William & Mary in 2007. I have worked in emergency services and crisis intervention for three different Virginia community services boards before coming to NCG. Since 2010, I have been supervising and managing community-based programs in Southwest Virginia and beyond. During my time with NCG, I have served as a Clinical Supervisor, Site Director, Area Clinical Director, and now State Director. My interests include clinical supervision, program management, and leadership, as well as recruiting and training future human services professionals. My true passion is training and guiding the next generation of counselors to help the growing mental health needs in the communities we serve.

Chelsea Shifflett, LMFT

Site Manager, Outpatient Counselor

​I am a Licensed Marriage and Family Therapist and Virginia Board of Counseling Approved Residency Supervisor. Since joining the NCG team in 2018, I have provided community-based counseling, parent coaching, comprehensive needs assessments, and outpatient therapy for our clients. My approach to counseling involves identifying and resolving dynamics within the entire family system, with parents and couples forming the important executive relationship that helps determine the strength of the rest of the family and individuals within it. Over the past several years, I grew my passion for developing clinicians in their clinical and personal growth through all stages of their counseling journeys.

I graduated from the University of Virginia with a bachelor’s degree in psychology and studio art, and I received my master’s degree in marriage and family therapy from Liberty University. I have served on ncgCARE's Clinical Council since 2023, which aims to fulfill our company's mission to improve lives. I also joined the Board of Directors for the Virginia Association of Community Based Providers in 2025, for whom I led program redesign efforts in collaboration with DMAS, DBHDS, and other community partners. I have been supporting and advocating for individuals with mental health needs through direct care, case management, and clinical supervision in Charlottesville and surrounding communities since 2015.
